ANATEL certification for Brazil
Brazil is consistently the most under-budgeted market in the Americas, for one reason: the test report you already paid for is worthless there. All testing must happen inside Brazil, and you need a local entity to hold the paperwork.
The three facts that shape a Brazilian launch

Who ANATEL is
The Agência Nacional de Telecomunicações is Brazil's telecommunications regulator. Certification runs through designated certification bodies — Organismos de Certificação Designados, or OCDs — which conduct the conformity assessment and product testing against documentation supplied by the manufacturer. Approved products carry the ANATEL seal.
Why the foreign-report rule costs so much
Most hardware teams build a certification plan around one primary test campaign — usually FCC or RED — and then treat other markets as filings against that evidence. That model works in a surprising number of places. It does not work in Brazil.
Practically, this means:
- A second full test campaign, priced at Brazilian lab rates.
- Sample shipping and temporary import, with customs handling that is itself a specialist task.
- Queue exposure. You are scheduled against Brazilian demand, not your retail window.
- Remote failure debugging. If the unit misses a limit, your engineers are diagnosing it across a time zone with the sample in someone else's lab.

Certificate validity — the part that outlives the project
ANATEL certificates expire. Validity is category-dependent: two years for categories I and II, and three years for category III. If your product has a commercial life longer than that — and most hardware does — renewal is an operational commitment, not a launch task.
Our dataset seeds the shorter figure, 24 months, deliberately. Planning against three years and discovering you were category II means a lapsed certificate and product stuck at a border. Confirm your category early; the difference is a year of runway.
6 GHz in Brazil: the one piece of good news
Brazil has designated the full 5925–7125 MHz band for unlicensed Wi-Fi, putting it alongside the United States, Canada, Saudi Arabia, South Korea and the UAE. A Wi-Fi 6E or Wi-Fi 7 device is not band-blocked in Brazil the way it is in China. See 6 GHz availability by country.
A realistic sequence
- Appoint the local representative first. It is contractual rather than technical, and it is routinely the item still open when everything else is ready.
- Engage an OCD early and confirm which product category you fall into — it sets your certificate validity.
- Plan sample logistics with the test schedule, not after it. Units in transit are not units under test.
- Diarise the renewal at 21 months if you are category I or II. The certificate expiring is not a notification you receive.
